The city’s rules page notes that “many city resources will be concentrated in the festival boundary” from January 21 to January 31, 2027, the confirmed dates of the festival. Signs that move, twinkle, rotate, or pulsate are not allowed, and banners in the public right of way are barred outside a designated Special Festival Event boundary. Amplified sound is not permitted on the Pearl Street Mall, though acoustic performances are allowed without a permit as long as a performer moves to a different block after 30 minutes. Selling merchandise, art, or crafts on the Pearl Street Mall or other city property requires a mobile vending cart permit, and those permits are limited and issued annually.
Temporary structures have their own thresholds. A tent larger than 400 square feet with walls, or larger than 700 square feet if open sided, needs a Temporary Event Permit, and all tents must be grounded, inspected, and kept a safe distance from open flames and propane tanks. Mobile food vehicles need a business license, a fire inspection, and a retail food establishment license, and a temporary food establishment is limited to 14 consecutive days. Any organizer holding a public event, or one that sells alcohol, needs a Special Event Liquor Permit, and some of those permits are limited to nonprofit applicants, so a commercial sponsor may need to partner with an eligible organization. The city also requires general liability insurance of at least $1 million per occurrence, with the City of Boulder listed as an additional insured, for permitted festival activity.
